The legislation, known as the Library of Congress Fiscal Year 2019 Omnibus, was introduced by Rep. Jamie B. Raskin, a Democrat from Maryland, on Jan. 8. It has 30 cosponsors, including 25 Democrats and five Republicans.
The bill would extend the Library of Congress Workers’ Compensation Program, which was enacted by Congress in 1973, to all Library of Congress employees as of Jan. 3, 2019. It would apply to all employees whose positions would be covered by the program on Jan. 3, 2019.
The extension would ensure that every employee has adequate access to high-quality, affordable health care.
It would also make some necessary corrections to the program’s design, strengthen eligibility requirements and direct the Library to take steps to ensure that the program is not disproportionately, adversely or unfairly affected by funding cuts that Congress may have to make in future years.
The Library of Congress Workers’ Compensation Program is open to all employees who are in positions covered by the program on or after Jan. 3, 2019. The program offers comprehensive medical benefits to all employees on active duty.
“Given the Library of Congress’s size and its sensitive mission and budget requirements, we need to make sure that workers at the Library of Congress are protected and that we are making wise investments,” Raskin said. “This legislation will make sure that every employee has the peace of mind that comes from knowing they have adequate access to high-quality health care.”
Raskin’s legislation follows an effort led by Sen. Pat Toomey, a Republican from Pennsylvania. Toomey has introduced a similar bill in the Senate.Q:
